If you
have any questions, please let me know.

1. On the bottom of page 6, it states that the “Perennial Herbaceous Production
Success Standard – Achieve 90% of the perennial herbaceous production of the
approved reference area.” This statement is inconsistent with the standard in the
permit (page A14-11-1) which states “90% of the total herbaceous production of
the approved reference area.” Please correct the standard in the application.
2. The reclamation standard as stated in the permit for production measures the total
herbaceous production. Snowcap is choosing to use perennial herbaceous
production instead of total production as the standard. Please clarify why
Snowcap is choosing to use this standard.
3. In the sample adequacy calculations on Tables 7, 8, 9 and 10, the t-values that
were used (1.68 for 40 samples and 1.7 for 30 samples) are for a two-tailed test.
Rule 4.15.11(2)(a) states that a one tail t-test is to be used in this calculation.
Please re-calculate the sample adequacies on these tables using the one tailed t-
test values of 1.3 for 40 samples and 1.31 for 30 samples.

August 1, 2018
