June 26, 2018 <br />Subject: Cultural Resource Discoveries BK -2-062518 at the Colowyo Collom Expansion Project, <br />Moffat County, Colorado <br />To whom it may concern, <br />The following cultural resource discovery (BK -2-062518) was encountered as part of ongoing cultural <br />resource monitoring activities associated with the Collom Expansion Project (Project). The High <br />Potential Area (HPA) cultural resource monitoring was being conducted as stipulated per the Cultural <br />Resource Protection Plan developed for the Project. The following memo report is provided as part of <br />the Discovery Reporting section outlined in the same plan. Attached to this memo are preliminary <br />OAHP site form for the discovery with supporting photographs and figures. <br />The monitor flagged off the discovery with a 100 -foot (30 m) avoidance buffer in accordance with the <br />Cultural Resource Protection Plan. <br />BK -2-062518 <br />On June 25, 2018 Tetra Tech's cultural resource monitor observed a thermal feature approximately 20 <br />cm below surface within a proposed culvert location within the haul road immediately east of Country <br />Road 51. No surface cultural resource material was observed at the location prior to the commencement <br />of the disturbance. While the upper portion of the feature was likely removed during ground stripping <br />the remaining portions could be still intact. Further investigation was suspended until DBMS, OSM, <br />and OAHP review and comment. No other cultural material or intact sediments remain at the location. <br />The broader areas well to the east and north have yielded numerous similar hearth features during the <br />project. <br />The discovery's horizontal extent is limited to the feature within the disturbance area. The discovery <br />is recommended eligible for inclusion on the NRHP pending further investigation.
