tunnel portal going through the hogback. At the base are cuts where previous <br />facilities sat and residue from previous stockpiles. <br />Access to this area is obtained along roads that are currently utilized in <br />farming/ranching operations. <br />NCIG has placed approximately 20 inches of topsoil and revegetated the former coal <br />stockpile site east of the NCIG mine site. This area is at the old CF&I Coal Ridge No. <br />1 mine, at the base of the tram line. This operation mined coal from the "B" seam <br />around the turn of the century. This land is owned by NCIG and its postmining land <br />use will be rangeland/wildlife habitat. <br />No other reclamation of previous mining activities is planned. The original <br />development program of the Coal Ridge No. 1 mining project had required, as part of <br />the Special Use Permit issued by the county (85-171 and 90-083), the widening of <br />County Road 335 to facilitate the trucking of coal to the Lacy loadout. This widening <br />would have required the removal or relocation of some of the remaining structures of <br />the Vulcan No. 4 mine. Due to the early abandonment of the mine development <br />plans, NCIG was not required to perform any work on County Road 335 and both <br />Special Use Permits have expired. Subsequently, during 1993, the road was paved <br />over its existing width by the county highway department. <br />The mine site of the former Vulcan No. 1, 2 and 3 mines are being utilized by the land <br />owner. It is believed, that the structures of the former Vulcan No. 4 mine are being <br />considered for protection by the Colorado Historical Society. None of these facilities <br />are located on NCIG owned lands.. <br />3.1.4 Land Use Classifications under Local Law <br />Garfield County classifies land use within its borders through countywide zoning. <br />The zoning classifications around the permit area are show on Figure 3.1-2. A large <br />portion of the permit area is currently designated A/R/RD (Agriculture/ <br />Residential/rural Density). Federal lands are designated O/S (Open Space). A <br />portion of the permit area is an existing PUD zone, which is a pre-existing Planned <br />Unit Development. <br />Post -mining land use will be dry land pasture/wildlife habitat and range land/wildlife <br />habitat. There will be no change of the present county zoning classification. <br />TR -21 3-7 05/18 <br />
