8/1/2018 State.co.us Executive Branch Mail - Fwd: [EXTERNAL] Fwd: [EXTERNAL] Fwd: [EXTERNAL] Colowyo Mine Cultural Resource Discovery
---------- Forwarded message ----------
From: Tobias - HC, Mark <mark.tobias@state.co.us>
Date: Mon, Jul 2, 2018 at 8:20 AM
Subject: Re: [EXTERNAL] Colowyo Mine Cultural Resource Discovery
To: "Belka, Christine" <cbelka@osmre.gov>
Dear Christine:
Thank you for notifying our office of the June 25, 2018 post -review discovery (aka BK -2-o62518) located within the
proposed Colowyo Coal Company haul road. We concur with the contractor's recommendation that the
archaeological site is eligible for listing to the National Register of Historic Places under criterion d. If the historic
property cannot be preserved in place, we recommend archaeological data recovery as mitigation. This mitigation or
treatment should follow previously agreed -to process for similar post -review discoveries encountered during haul
road construction. A copy of the Historic Property Treatment Plan for BK -1-072617 may serve as a reasonable guide
for this treatment. If you are comfortable with this approach, I suggest that we simply reference and follow this
attached treatment plan to facilitate the immediate mitigation of BK -2-o62518 thereby minimizing project
construction delays.
Please let me know if you have any additional questions and if you find this approach satisfactory.
Take care -
Mark
Mark Tobias
Intergovernmental Services Manager
Office of Archaeology and Historic Preservation
History Colorado Center
1200 Broadway
Denver, Colorado 80203
(303) 866-4674
mark.tobias@state.co.us
On Thu, Jun 28, 2018 at 3:51 PM, Belka, Christine <cbelkaosmre.gov> wrote:
Hi Mark,
Based upon the attached information, Jeremy Iliff indicated that we have a potentially eligible site that would need
to be mitigated at the Colowyo Mine. This discovery is a thermal feature which was found during the course of
excavation and road building activities. It has been flagged with a 100' buffer.
Jeremy Iliff is out of the office for approximately 10 days, so I am forwarding this information to you. He indicated
that Colowyo will likely need to submit a data recovery plan which your office would need to concur with prior to
implementation. Is this correct? Please advise.
Thank you,
https://mail.google.com/mail/b/AELYnl Hg8M7-MUTZKLd0EtetLxlWOasJHFOg8b3fopSwH2Xi7Yy7/u/0/?ui=2&ik=deb7fOcd20&jsver=Qv9zvKTcTKg.e... 5/7
