H`ckenl000er
Governor
A7 L);;I P r.-- Robert Randall
EXecUtive Director
Kenn G Rem, P.E
Director State Eigi-eer
Response to Reclamation Permit Application Consideration
DATE: June 21, 2018
TO: Eric C. Scott, Environmental Protection Specialist
CC: Division 1 Office, District 2 Water Commissioner
FROM: loana Comaniciu, P.E.
RE: Hunt Water, LLC Gravel Mine, Permit No. M-2018-027
Operator: Hunt Water, LLC (970) 534-0917
Contact: Andy Rodriguez, Civil Resources, LLC, (303)833-1416 x202
Sec. 6, Twp. 3N, Rng. 66W, 6th P.M., Weld County
CONDITIONS FOR APPROVAL
® The proposed operation does not anticipate exposing groundwater. Therefore, exposure of ground water must
not occur during or after mining operations.
® The applicant has indicated plans to use water for dust control purposes at the permit site. The source of water
for this use will be provided by the existing water rights associated with the property. Applicant must ensure
that the water rights associated with the property proposed to be used for dust control are decreed for industrial
use.
® The applicant indicated that there are two existing irrigation ponds, two irrigation wells and one
recharge/augmentation pond located on the property. The Applicant is hereby notified that water from the
irrigation ponds, recharge/augmentation pond or the irrigation wells cannot be used at the gravel pit site since
they are not decreed for such industrial use. Applicant should contact the water commissioner for further
information.
COMMENTS: The subject application is for a surface mining operation on 139.2 permitted acres located in the SE1/4 of
Section 6, Township 3 North, Range 66 West of the 61h P.M.
The mining plan calls for excavation to remove aggregate from approximately 10 feet to 15 feet and is anticipated to
occur above the ground water table. Given the fact that the site is located approximately 2.25 miles south of the Town of
Gilcrest, where shallow ground water is known to be present, we expect that ground water may be exposed at the site,
therefore in the event that ground water is exposed at the site the Applicant must obtain a well permit and a substitute
water supply plan or decreed plan for augmentation prior to exposing any ground water.
Applicant indicated that there will be no dewatering at the site and there will be no water lost with the mined product
since the mining is anticipated to occur above the ground water table and the material will not be washed. Thus, mining
will be accomplished by dry-mining method. A continuous soil/bentonite slurry wall will be constructed around the
perimeter of the mine site prior to mining. The site is proposed to be reclaimed to developed water resources for storage
of decreed water rights. In order for the proposed reservoir to be approved for water storage the operator must perform a
slurry wall liner leak test.
If stormwater runoff is intercepted by this operation and is not diverted or captured in priority, it must be released to the
stream system within 72 hours. This may require a discharge permit from CDPHE-WQCD. Otherwise, the operator will
need to make replacements for evaporation.
Office of the State Engineer
1313 Sl,—i'r S'ieet.
