These <br /> locations may impact geotechnical stability analysis and reclamation costs. <br /> EXHIBIT D-Mining Plan(Rule 6.4.4): <br /> The mining plan states that the excavation will be a maximum of 10 feet below surface,however the <br /> provided figures for mining plan and reclamation plan maps as well as the reclamation plan indicate <br /> that the excavation will proceed to the base of the gravel resource—at least 20 feet b.g.s.and possibly <br /> greater than 50' b.g.s. No depth of excavation is provided for the "recharge pond" area in the <br /> northwest corner of the permit - please clarify these issues. If the operation will be conducted in <br /> phases,please clearly describe each phase of the operation and provide appropriate mining plan maps <br /> for each phase. <br /> The last paragraph in section(a)refers to Bestway Concrete&Aggregate—please revise. <br /> EXHIBIT E-Reclamation Plan (Rule 6.4.5): <br /> Section c)of the reclamation plan states that"mining will occur at slopes that are stable", while the <br /> ( p g p <br /> miningplan states that "phases will be min H•1 V slope" Please revise reclamation I n ed at a 3 s o e ease ev sea to <br /> p p pp <br /> state that excavations will not be steeper than 3H:1 V during mining. <br /> EXHIBIT F-Reclamation Plan Map(Rule 6.4.6): see comments on Exhibit C. <br /> EXHIBIT G-Water Information(Rule 6.4.7): <br /> In several instances Exhibit G states that the site will not be dewatered, groundwater will not be <br /> exposed or that the material excavated will not contain groundwater. This is inconsistent with the <br /> information previously provided in the mining and reclamation plans. This inconsistency is also <br /> present in the mining plan section in the provided"groundwater memo"—please resolve. <br /> Please provide a map showing the location of all registered wells within 600 feet of the permit as <br /> listed in the groundwater memo. Also tabulate construction details and pre-mining depths to water if <br /> this information is available. DRMS will require that "baseline" pre-mining water levels be <br /> established for the on-site monitoring wells based on at least 5 quarters of monitoring data for each <br /> well for comparison to the proposed 2-foot trigger levels prior to dewatering activity on-site. <br /> It is the Division's understanding at this time that mining below the groundwater table will not occur <br /> until the slurry wall is in place and approved by SEO,therefore groundwater quality monitoring will <br /> not be required at this time. <br /> Please note that a well permit, and substitute water supply plan, from the State Engineer's Office <br /> (SEO)will be required to expose groundwater at the site as described in the mining and reclamation <br /> plans. A permanent augmentation plan will be required for any permanent groundwater exposure <br /> outside of an approved lined reservoir. SEO comments on the application have been provided with <br /> this letter for your review. <br />
