to the surface and ground water systems including proposed dewatering, <br /> sediment-containment or chemical treatment systems,storm water run-off <br /> controls, and ground water points of compliance: <br /> Neither ground nor surface water will be intercepted or disturbed by the proposed <br /> borrow pit mining and reclamation activities. If necessary, a Stormwater <br /> Management Permit will be secured from the Colorado Department of Public <br /> Health and Environment, Water Quality Control Division(WQCD). In any event, <br /> SEMA will implement its Corporate Stormwater Management Plan which will <br /> include site appropriate Best Management Practices (BMP). A Stormwater <br /> Management Plan will be in place prior to site disturbance to ensure storm water <br /> is properly routed around disturbed areas, and/or properly controlled from the site <br /> as storm water runoff. (If required,the Stormwater Management Plan will also <br /> comply with agency requirements.) <br /> (A Stormwater Permit is only required where an operation has the <br /> possibility of a discharge to state waters from storm water that may come <br /> into contact with any overburden, raw. materials, intermediate products, <br /> finished products, by products or waste products located at the site of <br /> such operations) <br /> (j) Description how the Operation will comply with applicable Colorado <br /> water laws and regulations governing injury to existing water rights: <br /> • The operator/applicant will comply with Colorado water quality laws and <br /> regulations governing injury to existing water rights. It is not anticipated <br /> that any water will be encountered. If ground water is encountered,the <br /> proper steps at the State Engineers office will be complied with. <br /> • Any water used for fugitive dust control will be purchased. <br /> (k) If refuse and acid or toxic producing materials ware exposed during <br /> mining,describe how they shall be handled and disposed of in a manner that <br /> will control unsightliness and protect the drainage system form pollution: <br /> No acid or toxic materials will be used or encountered on this site. <br /> (1) Description what measures will be taken to minimize disturbance to <br /> the hydrologic balance,prevent off-site damage, and provide for a stable <br /> configuration of the reclaimed area consistent with the proposed future land <br /> use: <br /> • The hydrologic balance will not be influenced by removal of borrow <br /> material. The initial preparation of the surface before extraction of borrow <br /> material will consist of stripping the topsoil and placing topsoil in a <br /> stockpile for use later during reclamation. Front-end loaders, scrapers, <br /> excavators or other suitable equipment will be used in order to remove <br /> topsoil and borrow material as quickly as possible followed by site <br /> reclamation.
