texture and fertility; slope stability; and direction of slope faces. Similar attention
shall be given to biological factors such as proper inoculation of legume seed,
appropriate seeding and transplanting practices, care of forest planting stock, and
restriction of grazing during initial establishment. The Board or Office,in
consultation with the Landowner and the local Soil Conservation District, if any,
shall determine when grazing may start.
The perennial plant species chosen are a native to the area and are therefore suitable to the
site elevation and precipitation range. The slopes of the site are being reduced which will
promote site stability and plant establishment. In addition, the mix will promote soil
stabilization. The seed mix also includes a clover, native to the site,to round out the mix.
(5) To insure the establishment of diverse and long lasting vegetative cover, the
Operator shall employ appropriate techniques of site preparation and protection
such as mechanical soil conditioning by discing and ripping; mulching; soil
amendments and fertilizers; and irrigation.
• This site is being returned to rangeland use. The only requirements are grades
appropriate for grazing and topsoil depths for plant establishment.
• The seedbed preparation, seeding and mulching practices discussed above will be
used.
• There are no plans to irrigate the area.
(6) Methods of weed control shall be employed for all prohibited noxious weed
species, and whenever invasion of a reclaimed area by other weed species seriously
threatens the continued development of the desired vegetation:
• Noxious weeds are not a problem on this site; however, if noxious weeds do
invade this site, a weed control program will be implemented as soon as possible
to stop the spread of the noxious weeds. A portion of the reclamation cost will be
devoted to this item.
• Since the land may be used for grazing by the landowner, SEMA will work with
the landowner and only utilize those noxious weed control practices which are
acceptable to the landowner, or simply defer to the landowner as he so directs.
• Please see Noxious Weed Control Plan contained in this permit
application.
(7) When necessary, fire lanes or access roads shall be constructed through the
area to be planted.
• It will not be necessary to construct fire lanes.
• An additional site access road will not be needed for site reclamation. The access
road will be reclaimed.
• Internal haul roads will be reclaimed according to the approved reclamation plan.
(8) Planting required for reclamation may be delayed, through the period of use
48
