CC&V personnel worked with the Colorado Air Pollution Control Division <br /> (APCD) to obtain special permission to blast from 7 to 9 AM during the Mollie Kathleen tour season. Blasting at <br /> 7:30AM allows the Mollie Kathleen operators to inspect their facilities after CCV's blast, but prior to bringing <br /> guests underground. <br /> On the morning of July 3`d, at approximately 7:30AM, CC&V executed a production blast in the Globe Hill pit. <br /> During the shot, winds were from the northwest at two mph. Additionally, there was a strong inversion which <br /> caused the dust from the shot to dissipate at a slower than anticipated rate and travel as a cloud down Poverty <br /> Gulch. The performance of the shot was normal,pattern loading was normal and nothing was unusual with the shot. <br /> The only extenuating circumstance causing lingering dust in Poverty Gulch was the inversion. While dust from the <br /> blast was visible and dissipated slowly, CC&V's compliance monitor in Poverty Gulch demonstrated that CC&V <br /> was in compliance with the National Ambient Air Quality standards' (NAAQS)24-hour PM 10 standard. <br /> In order to comply with Mine Health and Safety regulations, CC&V is required to block off an exclusion zone <br /> around the shot and clear all personnel from this zone. During the shot on July 3rd, CC&V personnel had blocks set <br /> on County Road 82 on either side of the Ironclad Access Road and on County Road 821. CC&V Personnel did not <br /> have blocks set anywhere else in the adjacent area. Please note, CC&V uses physical barricades to block access to <br /> the blast exclusion zone(pickup trucks,other pieces of equipment); flaggers are not used. <br /> To prevent a recurrence of this event, several additional controls have been implemented. CC&V will wet the blast <br /> pattern and surrounding area prior to setting off any future blasts. Additionally, CC&V will use wind speed and <br /> direction data collected on site to determine if conditions are favorable for blasting in the Globe Hill pit. CC&V <br /> collects wind speed and direction at two different sites located on the mine site and this information is available in <br /> 1 <br />
