Welt <br />Environmental Engineer III <br />kweIt(MarchcoaI.com <br />phone: 970 929 2238 <br />Table Nos. 3, 28 and 32 have been updated considering the revised mine panel layout. <br />Rule 2.10 — Maps and Plans <br />9. The majority of maps submitted with the PR -15 application are drawn at a scale of 1":2,000' <br />(or 1:24,000) which is acceptable. Rule 2.10.1 (1) requires that maps of the disturbed area be <br />drawn at a scale of 1:6,000 or larger. The map titled Proposed MVB's — PR -15 does not include <br />a scale bar, and the title box indicates a scale of "NTS" (presumably this stands for "not to <br />scale") <br />Please update the map titled Proposed MVB's — PRA 5, showing the scale on the map. <br />The MVBs' pads and roads on the map entitled "Proposed MVB's — PR -15" have been <br />updated with the revised longwall panels layout and includes the map scale. There are 38 MVB <br />pads (31 on COC -1362, and 7 on COC -673232) and about 6.9 miles of roads proposed on <br />lands within the North Fork Coal Mining Area exception to the Colorado Roadless Rule. The <br />existing roads constructed to exploration sites SST -4 and SST -2 and the soon to be constructed <br />road and pad for exploration site SST -1 (on proposed longwall panel SSI) will be utilized to <br />access MVB pads sites. Five MVB pads and about 1.5 miles of new road construction is <br />proposed on MCC's private lands. Existing roads, including roads used for exploration access, <br />on MCC's private lands will be utilized to provide access to the MVBs on proposed panels SS3 <br />and SS4. <br />Rule 3.02.2 - Determination of Bond Amount <br />10. The Reclamation Cost Estimate (RCE) is currently being recalculated under RN -07. It is <br />anticipated that RN -07 will be approved during the course of the review of PR -15. A separate <br />RCE will be calculated for disturbances associated with PR -15. <br />It is anticipated that the PAP will be updated with RN -07 with tables detailing boreholes, pads <br />and associated roads. These tables will be an important reference for tasks in the RCE, and <br />should be updated with PR -15.
