The inspection <br />was conducted aerially by Harry Ranney of the Colorado Division of Reclamation, Mining and Safety (DRMS). <br />Images were analyzed and the report prepared by me, Robin Reilley also of the DRMS. As this was an aerial <br />inspection, no Trapper Mine representative was present. The weather appeared clear. Main haul roads appeared <br />to be in good repair and no hydrologic or air quality issues were detected from the imagery. <br />INSPECTION: <br />GENERAL MINE PLAN COMPLIANCE: <br /> <br />It appeared that coal was being loaded and100 ton haul trucks were operating transporting coal. <br />Draglines where casting spoil. Overburden was being loaded and transported, drilling and blasting <br />operations were taking place. Backfilling and grading was also occurring. <br /> <br />ROADS Rule - 4.03 <br />Construction 4.03.1(3), 4.03.2(3); Drainage 4.03.1(4), 4.03.2(4); Surfacing and Maintenance 4.03.1(5) <br />and (6) 4.03.2(5) and (6). <br /> <br />o Roads in and around the facilities appeared in good condition: without ruts, or standing water. <br />o No fugitive dust was observed. <br /> <br />HYDROLOGIC BALANCE- Rule 4.05 <br />General Requirements 4.05.1; Effluent Standards 4.05.2; Divergence and Conveyance of Overland <br />Flow 4.05.3; Diversions 4.05.4; Sediment Control Measures 4.05.5, 4.05.6; Discharge Structures <br />4.05.7; Impoundments 4.05.9; Ground Water Monitoring 4.05.13; Underground Mine Entry 4.05.10; <br />Surface and Ground Water Monitoring 4.05.13; Stream Buffer Zones 4.05.18 <br /> <br />o Various pond systems were captured in the imagery. Ponds appeared to be functioning adequately. <br />o Observed ponds appeared stable and no issues were noted.
