<br />Proposed Decision and Findings of Compliance July 2018 <br />Permit Renewal No. 7 P a g e | 12 <br />MR-182 MR-182 incorporated a new raw water pipeline from the main water tank to a water <br />horse location east of the tank. <br /> <br />MR-183 MR-183 incorporated Exhibit 5, Item 9 to the PAP which contains the final cultural <br />resource discovery report for all the sites that were discovered during operations in <br />2017 for the Collom expansion. <br /> <br />MR-184 MR-184 incorporated discussions concerning the expansion of the Axial Basin <br />Substation within the permit boundary. <br /> <br />MR-185 MR-185 incorporated fifteen power poles within or adjacent to the Collom facilities <br />area. <br /> <br />MR-186 MR-186 incorporated an in-pit drilling program within the Collom Pit. <br /> <br />MR-187 MR-187 consolidated all of Colowyo's annual reclamation and hydrology report <br />rule requirements and permit commitments into Section 2.04.13 in Volume 1 of the <br />PAP. <br />3.5 Status of Violations <br /> <br />No Notices of Violations (NOVs) have been issued since approval of Permit Renewal No. 6. <br />3.6 Applicant/Violator System <br /> <br />Applicant/Violator System (AVS) checks were completed on January 24, 2018 and June 28, 2018. <br />Another check will be made after the proposed decision and before issuance of the permit. <br />3.7 Proposed Decision Date <br /> <br />A Decision date of July 9, 2018 on the renewal application is based on this findings document. <br />3.8 Public Notification of Proposed Approval and Issuance of the Revision <br /> <br />Notice of the Proposed Decision will be published once a week for two consecutive weeks in the <br />Craig Daily Press and Rio Blanco Herald Times (Rule 2.07.4(2)(d)). Notification letters of the <br />Decision will be sent to: Colowyo (Rules 2.07.4(2)(c) and 2.08.5(3)(b)); OSM, Western Regional <br />Coordinating Center (Rules 2.07.4(2)(c) and 2.08.5(3)(b)); the Office of Archaeology & Historic <br />Preservation; the surface and mineral owners of record of the affected land (BLM and the State <br />Board of Land Commissioners); and to the Moffat and Rio Blanco County Commissioners (Rule <br />2.08.5(3)(b)). <br /> <br />If no objections are received within 30 days of the first publication (Rule 2.07.4(3)(a)), and with
