<br />4 <br /> <br />Tri-State halted work and proceeded to have their archaeological contractor, Tetra Tech, record the <br />thermal feature. Please see the additional attached documentation for more information. <br /> <br />9. Describe the historic property (or properties) and any National Historic Landmarks within the APE <br />(or attach documentation or provide specific link to this information): <br /> <br />The thermal feature is recommended eligible under Criterion D and has the temporary site number BK-2- <br />062518. The feature consists of stained sediment, charcoal, and five heat-altered rock fragments. OSMRE <br />is making the determination of eligibility as “eligible” and has consulted with the Colorado State Historic <br />Preservation Officer who concurs with this determination. Please see the additional attached <br />documentation for more information. <br /> <br />10. Describe the undertaking’s effects on historic properties: <br /> <br /> <br />BK-2-062518 was discovered after ground surface excavation by operation of the undertaking post- <br />approval. The location of the thermal feature will be adversely affected and currently a work stoppage is <br />in place. The project will completely destroy the thermal feature location. The thermal feature is <br />recommended eligible as a historic property by the operator’s contracted archaeologist, and OSMRE has <br />consulted with the SHPO regarding eligibility. <br /> <br />11. Explain how this undertaking would adversely affect historic properties (include information on <br />any conditions or future actions known to date to avoid, minimize, or mitigate adverse effects): <br /> <br />As the thermal feature is recommended by the archaeological contractor as eligible for the NRHP, <br />OSMRE has requested such concurrence from the SHPO. The SHPO agrees with this determination. <br />Because the feature cannot be preserved in place, SHPO recommends archaeological data recovery as <br />mitigation following previously-approved processes. <br /> <br />12. Provide copies or summaries of the views provided to date by any consulting parties, Indian <br />tribes or Native Hawai’ian organizations, or the public, including any correspondence from the SHPO <br />and/or THPO. <br />For the Colowyo Mine Collom Expansion Project, OSMRE received a response from the Southern Ute <br />Indian tribe that the project will have no effect to properties of religious and cultural significance. Moffat <br />County participated in discussions regarding NEPA during project planning, but had no comments <br />regarding cultural resources under section 106. The public participated in NEPA project planning as well
