2

Howard Strand, Denver Field Branch Manager, 303-293-5026, hstrand@osmre.gov

5. Purpose of notification. Indicate whether this documentation is to:
invite the ACHP to participate in a Section 106 consultation, and/or
Pursuant to 36 CFR 800.13(b)(3) Post-review discoveries if the agency official has approved the
undertaking and construction has commenced
II. Information on the Undertaking*
6. Describe the undertaking and nature of federal involvement (if multiple federal agencies are
involved, specify involvement of each):

In 2016, the Office of Surface Mining Reclamation and Enforcement recommended approval for the
Assistant Secretary of the Interior for Lands and Minerals of the Mining Plan Decision Document for
the Colowyo Mine, Collom Expansion. The Collom Expansion included plans for a new coal haul
road. The Assistant Secretary approved the project in 2016.
The mine operator, Tri-State, has begun clearing topsoil for the Collom Haul Road and halted work in a
30 meter radius around a thermal feature discovered approximately 20 cm below ground surface. The
work stoppage is affecting their timeline currently. Tri-State notified the Colorado Division of
Reclamation Mining and Safety, as well as the Office of Surface Mining Reclamation and
Enforcement on June 26, 2018.

7. Describe the Area of Potential Effects:

The thermal feature is within an area being disturbed for haul road construction within an active coal
mine permit area. No cultural resource material was observed at the location prior to commencement
of ground disturbance. The initial work is the clearing and stockpiling of topsoil for later reclamation.
The feature was discovered approximately 20 cm below ground surface. After topsoil is cleared and
stored, the operator will construct a haul road in this location. The site is within the haul road
overpass culvert area and will be entirely removed as a result of construction activities. Please see the
additional attached documentation for more information.

The following is a general project map from the earlier planning document:
