The production standard would be 450 lbs. per
acre.
The rest of the revegetation provisions of the originally submitted
permit revision remain unchanged.
Topsoil Salvage Plaa
After review of: 1) the originally submitted topsoil salvage plan, 2)
literature on reclamation efforts by others, 3) previous studies by CWI,
and 4) discussions with the Division, CWI agrees to salvage 32 inches of
Delaon soil west of Eaet Roatcap Creek. As discussed with you, a
variance to salvage topsoil east of East Roatcap Creek or for any road
construction will be approved.
Thin topsoil salvage plan will permit CWI to redistribute an average
depth of 24 inches on diatuxbed areas at reclamation. CWI studies have
shown this ie adequate to support the revegetative efforts necessary.
The topsoil would be spread over the unsalvaged C horizon of the Delaon
soil at the bottom of the fill area and the recompacted material in the -
cut area. Thin material would be without coal or large rocks, which were
separated during Initial construction.
suRSiDiARr of
WESTMORELAND
COAL COMPANY
