ENT FT <br /> a�P i 'yA United States Department of the Interior <br /> y o <br /> = a9 <br /> BUREAU OF LAND MANAGEMENT TAKE PRIDE` <br /> H 3 ,a Royal Gorge Field Office INAMERICA <br /> 3028 East Main Street <br /> Canon City, Colorado 81212 <br /> In Reply Refer To: <br /> 3809 (COF020, SSC) <br /> JUN 27 2012 <br /> Mr. Thomas Zimmerman <br /> 45871 State Highway 50 <br /> Canon City, CO 81212 <br /> Dear Mr. Zimmerman: <br /> We received your Plan of Operations submittal on July 29, 2011 for proposed placer mining activities <br /> associated with placer claim CMC 278502 (El Rancho Bondo), located in Township 18 South, Range 71 <br /> West, Section 18. <br /> The mining claim and proposed mining activities are located within an Area of Critical Environmental <br /> Concern(ACEC). As such, 43 CFR 3809 requires that a Plan of Operations be submitted by the <br /> Operator if the surface disturbance associated with the proposed activities will exceed a Casual <br /> Use level. This area and a similar operational proposal were previously evaluated in 2001 <br /> through preparation of an Environmental Assessment (CO-200-2001-0054 EA) and a <br /> Determination of NEPA Adequacy(DNA) (CO-200-2001-0046 DNA). The environmental <br /> assessment resulted in,a finding of no significant impact(FONSI) on the human environment. <br /> In accordance with the NEPA evaluation process, a new DNA was prepared by BLM for your proposed <br /> mining activities. It was concluded that this proposal conforms to the applicable land use plan and <br /> that the NEPA documentation fully covers the proposed action and constitutes BLM's <br /> compliance with the requirements of the NEPA. <br /> Information and mitigation that were derived from the above summarized environmental <br /> analyses are enclosed with this letter and apply to your proposed operations on the El Rancho <br /> Bondo claim. Regulations outlined in 43 CFR 3809.420 provide further details on performance <br /> standards that apply to your operations. <br /> The proposed operations consist of ATV access to the unpatented El Rancho Bondo claim via an existing <br /> trail and highbanking. You have indicated that to reclaim surface impacts holes will be manually <br /> backfilled and stockpiled topsoil will be raked and reseeded. This work was estimated by you to cost <br /> $400.00 to implement and complete. BLM has determined that the cost estimate to fully reclaim your <br /> operations will be $530.00,which is more than what was originally proposed. Below is a summary of <br /> BLM's estimate: <br />
