Colowyo is approved for variable topsoil depth placement and as per <br />Colowyo’s PAP, “After the final regrading is completed, the topsoil will be reapplied as shown on the disturbed <br />land areas shown on the Topsoil Handling Map (Map 28 and 28A). Future topsoil redistribution will be done at an <br />average depth of eight (8) inches based on the volumetric analysis of available materials and areas as presented in <br />Rule 2.05.” Due to the size of requested Phase II acreage (822 acres) the Division dug a total of 70 topsoil <br />verification holes, 36 in the East Pit and 34 in the West Pit. For each verification hole, a depth of at least 8 inches <br />was dug for each hole. Out of the 70 topsoil verification holes, a total of 5 were found to be between 4 - 8 inches. <br />The holes in which topsoil was found to be less than 8 inches in depth were all within the same region along upper <br />elevations of the reclamation areas. This remains consistent with Colowyo’s approved topsoil depth requirements <br />in the PAP. The remaining 65 topsoil verification holes were found to be greater than 8 inches in depth.
