The focus of this inspection was to observe
vegetation sampling planned for bond release application. The inspectior met Kathy Welt of Mountain Coal
Company at the mine office. The inspector had just missed the vegetation sampling crew of Savage and Savage,
so Kathy lead the inspector to the location of the vehicle parking near the sampling site at the West Flatiron.

A search of Maps: “Proposed Methane Drainage Wells and new Road Contruction for 2005” Map 2 (MR330),
shows the location of the roads and reclaimed drainage pads that are planned to be sampled.

The inspector met up with Mike and Edith Savage at their vehicle. The crew was loading up an All Terain Vehicle
(4-wheeler) to haul equipment and crew to the sample site. The inspector followed on foot.

The weather was clear and dry. It was cool in the morning, but quickly heating up.
FISH and WILDLIFE – Rule 4.18:
Considerable elk sign, foot prints, scat, were encountered throughout this reclaimed parcel. Turkey
vultures were soaring overhead. Bear scat was noted, though this scat appeared old, with no fresh droppings
encountered. Cattle had not been in the area yet this spring. Mike noted that the cattle were supposed to be
allowed in at the end of the week (June 15th or so).

ROADS – Rule 4.03
Reclamation 4.03.1(7)/4.03.2(7):
Based upon the previously referenced map, the vehicles parked at SOM-124. The access road was
reclaimed from the intersection with pad 15-07, to the intersection with the access road that leads to pad 15-05.
This road reclamation looked good, stable, and a good establishment of perennial vegetation. The access road to
24-05 and 24-04 series pads was reclaimed and well vegetated. This reclaimed road elevation is roughly 8300 to
over 8400 feet. Vegetation on the road has established very well, with perennial native grasses, forbs and shrubs.
The inspector caught up with the sampling crew on this steep reclaimed portion of the road.
