The inspction was completed <br />by Clayton Wein of the Division of Reclamation, Mining and Safety (the Division. The site has had no mining <br />related activity commence and no construction of the loadout facillity has occured . No company representative <br />was present for the inspection. The weather was clear with a temperature of 94 degrees F. The ground conditions <br />were dry. <br />AVAILABILITY OF RECORDS – Rule 5.02.4(1): <br /> The records for the Fruita Loadout are located at the offices of J.E. Stover and Associates in Grand <br />Junction Colorado. The records were well kept and in good condition. The records check was completed the <br />morning of June 22, 2018. Please see the Availability of Records form at the end of this report for more <br />details. Please note the items in bold on the form. <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage – Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> The surface in the permit area was dry. There were no erosional concerns or signs of instability. Reed <br />Draw was flowing at the time of the inspection. F low through the draw was at low flow. <br /> <br />GENERAL MINE PLAN COMPLIANCE: <br /> The Fruita Loadout is permitted as a coal rail road loading facility. There has not been any disturbance <br />associated with the permit created to date (Photo 1). The site is an existing industrial site that has had previous <br />disturbances . The Colorado Riverfront Trail is being constructed to the south of the permit area. No disturbances <br />associated with the trail are within the C-088 Permit boundary. <br /> <br />SIGNS AND MARKERS – Rule 4.02: <br /> The entrance to the Fruita Loadout has a mine identification sign posted (Photo 2).
