Exhibit B <br />Overview: <br />EXHIBIT A <br />Pg2of6 <br />Morgan County Government is working on completing a Transfer of Mineral Permit and <br />Succession of Operators Application with the State of Colorado, division of Reciamation, Mining and <br />Safety for an existing permit (M-187-166) owned by Westoff Farms on Westoff property located in <br />Section 16, Township 1 North, Range 60 West and the NEI/4 of the NEI/4 of Section 21, Township 1 <br />North, Range 60 West. <br />The current 110Mining permit is for 5 acres of land. At this time, the mined area is close to the <br />permitted boundrys and no further mining can occur at this location (See Exhibit D). If Morgan County <br />chooses to move forward with the Transfer of the Mineral Permit and Succession of Operator <br />Application, it is our intent to request an extension of the 110 Mining Permit to approximately 10 acres <br />of land (See Exhibit Q. <br />The ammended permit area would include Western Area Power Administration structures and <br />right of way area. Morgan County is seeking licensing from Westeen Area Power Administratl6n to <br />authorize us to continue mining operations though the right of way area between structures 17-1 and <br />17-2 and under the overhead transmission lines. <br />Mining Operations: <br />Morgan County currently utilizes this pit for fill material when repairing and reconstructing <br />roads in the immedlate area of the pit on an as needed basis. The original five acres was permitted in <br />1987 and it has taken almost 30 years to reach the boundry markers. <br />Morgan County would continue excavating from the existing highwall location moving to the <br />west utilizing a tracked hydraulic excavator or a wheeled loader to dig directly into the face of the 20 <br />highwall. We would .continue this process as we excavate through the right of way and under the <br />transmission lines. Once we have mined an area Morgan County would then be required to complete <br />reciaimation process on the mined ground. Reclaimation includes sloping the rained ground to an <br />approximate six to one slope and reseeding the grasses. To complete reclaimation we would utilize a <br />track type tractor to bring the walls t6 the c6rrect grade. Neither the excavating nor the recialmation <br />process should effect the two Western Area Power Administration structures and the excavation should <br />Increase the ground clearance of the tranmission highlines by an estimated 20 to 25 feet depending on <br />the area. <br />"Exhibit F" Is a map of Morgan County's idea of -the dig area. Morgan County will make <br />whatever adjustments necessary to accommodate any required setbacks from the two Western Area <br />PowerAdminlstrat.lop structures.and to ensure accessto both structures will remain intact. <br />
