June 19, 2018 C-1996-084/Lorencito Canyon Mine JHB

Number of Partial Inspection this Fiscal Year: 10
Number of Complete Inspections this Fiscal Year: 4

The inspection also observed one of the extended reference Grassland areas located east of the topsoil borrow area.
The vegetative cover was dry but had much better growth than that of the reclaimed area this year. The Division
agrees with NECC’s decision to postpone vegetation sampling until additional precipitation reaches the site.

REVEGETATION – Rule 4.15
Vegetative Cover; Timing:
The vegetation is very dry on the reclaimed areas. Shrubs appear to be doing well, as demonstrated by a
profusion of Winterfat. NECC provided a map of potential areas to be sampled as shrub concentration areas.
Ground truthing the map finds that additional shrub clumps should be included in the woody stem sampling
regime. TR20 should include flexible language to allow addition clumps to be defined once the sampling crew is
able to be on site. Similarly, one or two portions of previously identified shrub concentration areas, may need to
be reduced due to inability to sample on very steep slopes.

NECC continues to conduct weed control. Some chemical affected diffuse knapweed were encountered south of
pond 6. However, additional diffuse knapweed has established in the reclaimed roadway between pond 6 and the
soil borrow area. The Division encourages NECC to continue weed control to retard the spread of this noxious
weed.

DOCUMENTS RECEIVED NA
OTHER (SPECIFY) NA
ENFORCEMENT ACTIONS/COMPLIANCE

No enforcement actions were initiated as a result of this inspection, nor are any pending.
