Exhibit B indicates the Operator intends to construct a recycled water pond just east of the
existing bench to store more water from the water jet operation. Please depict the location
of this proposed pond on the Exhibit E-1 map.
This was shown on the maps but due to the scale was hard to see. I colored coded some of the
map and labeled the catch basin so it is easier to find..
14. Please state the average thickness of the soil material to be replaced on the Exhibit E-2
Map.
I added a note to the maps consistent with the revised salvage plan noted in response to adequacy
question#3 .
Rule 6.5—Geotechnical Stability Exhibit
The Division is currently conducting a technical review of the Geotechnical Stability analysis
included in the application conducted by Ground Engineering. The Division will forward any
adequacy concerns or results of our review once it is completed. Several adequacy items have
been identified currently and they are discuss below.
15. Please provide a map and/or diagram showing the location of the features evaluated in the
Ground Engineering document (Excavation Face, Joint Orientations and Slope-Parallel
Joint).
Ground Engineering did not provide a map showing the location of each Feature listed in the table
on page 66 so I have no way of locating them on a map. The closest we can do it for Joint 7 that is
shown on the photo on page 67. This joint is out side the mining area and lies on the eastern side
of the upper catch basin. Ground engineering will not provide additional information for their study
at this time.
16. Page 67 of the stability analysis indicates an area of potential failure was estimated for the
combination of Joint Orientation 6 and 7. The report shows an area where stabilization
may become necessary if the excavation were extended in that direction. Please depict the
location of this area on the Exhibit E-1 map. If this area will eventually be mined please
indicate how this area will be stabilized to prevent failure or otherwise mitigated.
I have added a strike/dip line to Map Exhibit E-1 showing the location of Joint 7. No mining is
planned in this area. The location of where joint 6 is has not been proved by GE as noted above.
17, Page 67 of the stability analysis indicates the potential exists throughout the quarry for
small localized failures involving joint orientations not evaluated for the study, particularly
after periods of heavy rainfall or snowmelt. Given this, please provide a monitoring plan to
monitor for failures.
During the 40 plus years of the existing mine then amount of loose rock coming off the face has
been minimal and those that have happened are retained on the bench below the existing
highwall. This bench varies for 50 to 85 Feet wide Standard practice is that after a heavy
COLORADO ROSE RED ADEQUACY RESPONSE 01- June 8,2018(9.54am)
