Blasting Plan - CoLORADo ROSE RED GRANITE QUARRY
The following information was originally submitted to the
Division on October 25, 2013 as part of the first adequacy review
response for the Special 111 permit application. The methods
described will be use as this area expands . It was prepared by
Bradley Blasting and revised to include newer information now
requested by the Division.
The Pre-Blast Survey will be used to document the existing
condition of a structure (s) prior to the commencement of any
blasting activities being conducted within five hundred feet of
the structure . This survey will be offered to the neighbors of
the Colorado Rose Red Granite Quarry, that have a structure
located within 500 feet of the blasting activities at no cost to
the property owner .
The pre-blast survey is meant to protect both the neighbor and
Colorado Rose Red. It does this by providing thorough
documentation of the current, existing condition of the
structures surrounding the mine . Once blasting has begun, this
documentation will be used to compare any suspected changes that
are reported to the original condition of the property. These
surveys will be used to identify and record the pre-existence of
visible cracking or other defects in a structure before blasting
begins on a new Area . It is probable that some structures may
have been inspected during the previous analysis because they
were within one-half mile of the previous blasting area .
The survey will be done in three steps, In the first step,
Colorado Rose will use aerial photographs, county assessor data,
and maps to prepare a list of potentially affected structures .
Landowner interviews may also be conducted to identify structure
located within the 500 feet radius of any give blasting area . In
the second step, Colorado Rose will send notifications by
certified mail to the owners of the structures at least 30 days
prior to any blasting being conducted within 500 feet the
structure . The survey will be complimentary to the neighbor.
Included in the notification will be a description of the process
that will take place on the day of the inspection, what the
inspector will be looking for, and how the inspection will be
documented. Colorado Rose Red will recommend that the landowner
collect any documents relevant to the structures that will be
evaluated; these may include date and details on the structure
construction or any other information they would like to be
considered during the inspection. Also included with the
notification will be a questionnaire that each neighbor will
complete and will be asked to return it within 20 days of the
notice mailing date . This form will be used as consent to
complete the survey or as statement by the landowner declining
the survey. If no questionnaire is returned within the 20 day
reply period the lack of response will be deemed to indicate they
