PERMIT #: M-1979-002 <br />INSPECTOR'S INITIALS: SJM <br />INSPECTION DATE: March 27, 2018 <br />OBSERVATIONS <br />This was a normal monitoring inspection of the North Delta Pit; DRMS file# M-1979-002. This site is located <br />about 1 % miles north of Delta, Colorado in Delta County. I, Stephanie Mitchell of the Colorado Division of <br />Reclamation Mining and Safety conducted the inspection. Tony Bohling of the City of Delta accompanied me <br />on the inspection. <br />This site is permitted for 66 acres with about 62 acres currently disturbed. The site is currently in Temporary <br />Cessation status and has not been active since 2013. The city is still hauling material however, intermittently. <br />Adequate mine identification signage was noted at the entrance off of H38 Road and is in accordance with <br />Rule 3.1.12(1). <br />The permit area is delineated by fencing around the entire area. Material stockpiles and topsoil/overburden <br />stockpiles appear to be stable. There is currently Beet Waste on site and the Operator would like to bury the <br />material on site. The Operator has the option of burying the Beet Waste material (Per Rule 3.1.5(9)) under the <br />following criteria: <br />An Operator may bury material generated within the MLRB permitted area into an excavated pit within the <br />permit area as provided for in the MLRB Permit. If an Operator intends to backfill inert organic fill generated <br />outside of the approved permit area, it is the Operator's responsibility to provide the Office notice of any <br />proposed backfill activity not identified in the approved Reclamation Plan via a Technical Revision. The Notice <br />to the Office shall include but is not limited to: <br />(a) a narrative that describes the approximate location of the proposed activity; <br />(b) the approximate volume of inert material to be backfilled; <br />(c) a signed affidavit certifying that the material is clean and inert, as defined in Rule 1.1(20); <br />(d) the approximate dates the proposed activity will commence and end, however, such dates shall not be an <br />enforceable condition; <br />(e) an explanation of how the backfilled site will result in a post -mining configuration that is compatible with <br />the approved post -mining land use; and <br />(f) a general engineering plan stating how the material will be placed and stabilized in a manner to avoid <br />unacceptable settling and voids. <br />There was no fuel or equipment stored on site. <br />The post mining land use is Wildlife Habitat, but through a series of Technical Revisions approved by the <br />Division in 2012 and 2013, a recreation area was proposed. These Technical Revisions to the Reclamation Plan <br />included: <br />2012- Revised the reclamation configuration by adding access roads, picnic areas, parking areas, river and lake <br />access, walking path and playground. <br />2013 -Revise reclamation plan by an addition of parking areas, grading changes, trail construction, access <br />roads, etc. <br />Page 2 of 6 <br />
