RULE 2 PERMITS <br /> Stoker Coal Loadout Facility <br /> Details concerning the stoker coal loading facility can be found in Exhibit 15, Stoker Coal Facility, <br /> Map,21,-Existing Structures - North, Exhibit 7, Hydrology Information and Exhibit 8, Air Quality <br /> Information. <br /> Explosives Storage Area <br /> Details concerning the explosives storage facility are found in Exhibit 16 - Explosives Storage Facility, <br /> and Map 22, Existing Structures North. <br /> The storage facility is in compliance with all requirements of the Mine Safety and Health Administration, <br /> Bureau of Alcohol,Tobacco and Firearms and the Colorado Division of Mines. <br /> Loadout <br /> Colowyo's loadout, the Gossard Loadout, is located at the end of the Union Pacific rail line. The only <br /> segment of the spur within the permit area is shown on Map 22A, Existing Structures North. <br /> Power Lines <br /> Because Colowyo utilizes many electric-powered mining machines, a network of electric power lines is <br /> located in the permit area to supply electricity to the equipment. The locations of the Colowyo power <br /> lines are shown on the Existing Structures Maps(Map 22A and Map 22B). <br /> Electrical power lines located in the permit area will be constructed in accordance with requirement of <br /> Section 4.18 to minimize potential electrical hazards to large raptors. <br /> A right of way from the BLM and the Colorado State Land Board was granted for the existing Tri-State <br /> 138kV running along the eastern portion of the permit boundary. The right of way includes a fifty foot <br /> corridor on either side of the powerline detailed on the Existing Structures Map(Map 22A and Map 22B). <br /> This permanent transmission line will stay in place after final bond release, as it is owned and maintained <br /> by Tri-State. The approximate acreage of this right of way is 7.748. <br /> Five major pieces of equipment at Colowyo, the three draglines, and two shovels are powered by <br /> electricity. Therefore, during the life of the mine it is necessary to periodically move the existing power <br /> line loop to accommodate the advancement of the pit. The location of the anticipated power line loop <br /> changes are also-shown on Map 22B,Existing Structures. <br /> In addition to power poles and lines, Colowyo will be using power cable to connect to the equipment that <br /> requires electricity (ie. Shovels, draglines, highwall miner, etc.). This is a rubber coated electrical cord <br /> that is used to run on top of the ground to convey electrical power from the substation to the electrical <br /> operated equipment for mining. If the corridor for the cable is covered with brush, making it inaccessible <br /> by a light vehicle,then the surface brush will be removed as a minimum. If not then the power cable will <br /> be placed over the surface without additional disturbance. In most cases topsoil will not be removed or <br /> salvaged due to the minimal impact to the environment. However, if necessary, the topsoil will be <br /> salvaged in either a windrow, stockpile, or placed on a regraded area ready for topsoil placement. The <br /> corridor of disturbance will generally be a dozer blade wide or approximately 25 feet. This allows for the <br /> cable equipment to access the corridor for placement and retrieval of the power cable.
