Mr. Scott
Response to Preliminary Review of a 112 Construction Materials Reclamation Permit Amendment
Package, Derr Pit, Permit M2008-017
Page 3
The pumping/water control features associated with the developed water resource will be
constructed after the release of the permit. Exhibit E has been updated accordingly to
clarify this. See the attached updated Exhibit E.
Costs for the pumping/water control features have not been included in the reclamation
bond because they will be constructed after the release of the permit. Costs for
engineered flood control structures have not been included in the reclamation bond
because they are not necessary. Costs for a perimeter drain have been included in the
reclamation costs. See the attached updated Exhibit L.
See also the attached updated Exhibit F maps.
EXHIBIT G - Water Information (Rule 6.4.7): Due to the potential impacts to the
surround ing_groundwater table from the proposed operation, a groundwater monitoring
plan will be required to be submitted to DRMS and approved prior to exposure of
groundwater at the site. Additional monitoring well locations will likely be required to
monitor for potential off-site impacts to groundwater levels resulting from the proposed site
activities.
The required groundwater monitoring plan shall include, at a minimum:
1) Map depicting the locations of all current and proposed groundwater monitoring
locations associated with this site.
2) Boring logs/well construction diagrams for all current groundwater monitoring wells
associated with this site and future wells after installation.
3) Monitoring data collection and reporting methods and frequency.
4) Summary of any existing data available from current monitoring well locations and
any nearby accessible monitoring or domestic wells that will help characterize the
background conditions, historic water levels and seasonal fluctuations, and
groundwater flow direction in the vicinity of the site.
5) Proposed "trigger levels" for each well that will identify when groundwater impacts (rise
or fall) have reached levels that will require reporting to DRMS, and may require
additional monitoring or mitigation actions.
6) Proposed mitigation actions that may be implemented if impacts to
groundwater are observed consistently above trigger levels, or off-site
impacts are observed.
7) The permittee will also be required to demonstrate that they are in compliance with
the requirements of Rule 3.1.6 (1)(b), "compliance with applicable federal and
Colorado water quality laws and regulations, including statewide water quality
standards and site-specific classifications and standards adopted by the Colorado
Water Quality Control Commission."
This site is in a non-classified area, and therefore the Table Value Standards
of the statewide Interim Narrative Standard from WQCC Regulation 41 apply
305 Denver Avenue—Suite D• Fort Lupton CO 80621 • Ph: 303-857-6222 •Fax: 303-857-6224
