Frank Ferris of ERMR was present for the entire inspection. The weather <br />conditions were mostly clear and windy. Winds were gusting to 30 mph. The temperature was approximately <br />85F. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage – Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> <br />Pond 7 contained water and was discharging. The CO2 tanks were set up and operating at the discharge point. <br />Pond 13 conta ined water and was discharging. <br />Ditch C29 was clear of obstructions (photo 1). P ond 15 did not contain water. <br />Pond 16 contained a small puddle water but was not discharging. <br />Pond 18 did not contain water. <br />Culvert 134 is clear of obstructions (photo 2). <br /> <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br /> Some knapweed plants were noted by the topsoil pile by the facilities area. <br /> <br />Canadian thistle was noted by the Pond 13 discharge (photo 3), the western permit boundary on the Morgan <br />property and between the irrigated pasture reference area and the topsoil stockpiles. These areas need to be <br />treated. <br /> <br />REVEGETATION – Rule 4.15 <br />Vegetative Cover; Timing: <br /> The Morgans completed the first cut and were bailing the hay (photo 4).
