site will have secondary containment as well as strict SPCC Plan procedures for spill prevention
and control.
According to searches on the Division of Water Resources database, there is one well within 600
feet of the mining pit of the Fetcher Vale site. This Domestic well (262675) is permitted by
Chuck Vale and is 250 feet west of CR 62 and 440 feet north of CR 62A, as shown on map C-1.
Depth to groundwater of the Vale well is unknown; it should be noted that the well was
originally constructed in 1935.
2. Groundwater
The site will mine sand and gravel deposit in the high alluvial terrace to the west of the Elk
River. The Elk River and floodplain (7238 feet in elevation)are>60 feet lower in elevation than
the unmined surface of the eastern edge of the site closest to the Elk River, at approximately
7298 feet in elevation. It is not expected that groundwater will be encountered during any phase
of mining.
3. Water Consumption for the Operation and Water Rights
Because groundwater is unlikely to be encountered during any phase of mining at the Fetcher
Vale Pit, no Substitute Water Supply Plan (SWSP) is in place or required for Routt County.
Because the alluvial gravel to be mind is dry, no water losses will occur from the gravel resource
during mining.
Water required for operations will either be brought onsite by a contractor, drawn from a water
right on the Elk Creek, or recycled from the stormwater pond. Depletions for gravel washing
operations have been calculated to be 500 gallons per day based upon previous experience. It is
expected that the gravel washing operations will be in operations a maximum of 8 weeks per
year and 5 days per week. This would result in a consumption of 0.034 acre-feet per month with
a total of 0.068 acre-feet per year.
Dust will be controlled by water. Water will only be used to spot water to eliminate any problem
dust areas, as needed. 0.5 acre-feet per year will be allocated to dust control, or 0.04 acre-feet per
month.
Fetcher Vale Pit x
May 2018 G-2
