Aerial images were taken by Harry Ranney of <br />CDRMS on May 23, 2018. The photos were downloaded on May 24, 2018. Review of the Downloaded photos <br />was conducted by Janet Binns of CDRMS on June 5, 2018. Janet Binns had been out of the office from May 24, <br />2018 to June 4, 2018, hence the delay on issuance of this inspection report. <br /> <br />The weather at the time of the aerial photos appeared to be clear and dry. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> The operator was in the process of cleaning sediment out of pond F during this inspection. Pond cleanings <br />appear to be hauled to the upper bench (north east) of gob Pile 4. <br /> <br />The Fire Mountain canal was running full with water at the time of the inspection. <br /> <br />Pond C and Pond J were both holding water, but neither pond showed signs that the water volume was close to <br />discharging. Pond B was dry. Pond D was dry. <br /> <br />During the Division’s April 26, 2017 inspection, the operator was locating and repairing a waterline leak near <br />culvert C-C15. The aerial photo shows that this location has been regraded and excelsior fabric anchored down at <br />the disturbance location. <br /> <br />PROCESSING WASTE/COAL MINE WASTE PILES – Rule 4.10 and 4.11 <br />Drainage Control; Surface Stabilization; Placement: <br /> It appears that sediment from Pond F is being hauled and allowed to dry on Gob pile 4. <br />The operator continues to rework Gob pile 3. Work was occurring on the west side of the Gob Pile 3 during the <br />inspection. One excavator and one bulldozer appeared to be actively working on this pile. It appeared that a Front
