Consequently, PR -15 constitutes a <br />mining plan modification requiring approval by the ASLM under 30 CFR 746.18(d)(3). <br />(4) Any change which would extend coal mining and reclamation operations onto leased Federal <br />coal lands for the first tince. <br />PR -15 will not extend coal mining and reclamation operations onto leased Federal coal lands for the <br />first time. <br />(5) Any change which requires the preparation of an environmental Impact statement under the <br />National Environmental Policy Act of 1969, 42 U.S.C. 4321 et seq. <br />PR -15 requires more evaluation to determine whether an environmental assessment or <br />environmental impact statement is needed to meet the requirements under the National <br />Environmental Policy Act of 1969, 42 U.S.C. 4321 et seq. <br />
