The 3.4 acre parcel (GFO1) which used to host the administrative building is stable and well vegetated. <br />The building and parking area have been removed and the surface topography blends well with the <br />surrounding landscape. <br />Despite searching the area, we were unable to locate geotechnical drill holes WR -1 through WR -4. Drill <br />holes WR -1 and WR -2 are reported to be under the Wilson Reservoir pump house. WR -3 and WR -4 are <br />on either side of Highway 13, but we could not find them. These holes were drilled to assess conditions <br />for expanding the existing pumping station. That expansion is well underway. <br />The small (0.3 and 0.2 acre) parcels referred to as COI and CO2 were access roads for geotechnical <br />drilling operations. Excavation for coal did not occur at either location, meaning that backfilling was not <br />necessary. Topsoil has been replaced and seeded. Vegetation is establishing along both corridors. The <br />ground surface is stable and matches the pre -mine topography. <br />The 0.1 -acre parcel referred to as C05 was a monitoring well pad. The area was not excavated for coal <br />removal. The well has been sealed and the area topsoiled and seeded. <br />Noxious weeds such as bull thistle (Cirsium vulgare), whitetop (Cardaria draba), houndstongue <br />(Cynoglossum officianale), and cheatgrass (Bromus tecrorum) were noted throughout the reclaimed areas. <br />This is a normal occurrence on disturbed lands and a weed spraying crew was active during our <br />inspection. Because Phase I bond release does not require vegetation demonstrations, we did not take <br />detailed notes regarding weed locations. There were no infestations of any particular species of concern. <br />Mr. Trujillo collected GPS elevation data throughout the reclaimed parcels. This data will be used to <br />verify that lands have been returned to the approved postmining topography. <br />Conclusions. <br />All nominated parcels have been backfilled, regraded, and have drainage control established as required <br />for Phase 1 bond release. DRMS will verify postmining topography with GPS data collected during this <br />inspection. However, visual evaluation indicates that nominated parcels meet Phase I requirements. No <br />corrective measures were necessary. No enforcement actions were taken as a result of this inspection, nor <br />are any pending. <br />Page 12 <br />
