Christine Belka of the Office of Surface Mining and Reclamation <br />Enforcement (OSM), Tony Tennyson representing Tri-State Generation and Transmission Association (Tri-State), <br />Kurtis Blunt and Angela Aalbers representing Colowyo Coal Company (Colowyo) accompained the inspection. <br />The primary focus of htis inspection was for bond release as requested through Colowyo’s SL-13 (Phase I) <br />application. The weather was cloudy with intermittent rain showers and ground conditions were dry with a high <br />temperature of 70 degrees fahrenheit. <br />BACKFILL and GRADING – Rule 4.14 <br />Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4 .14.2; Highwall Elimination 4.14.1(2)(f); <br />Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials 4.14.3; Stabilizatio n of Rills and Gullies 4.14.6: <br />As per Rule 3.03.2(2), the Division inspected the requested areas within the East Pit, West Pit, Administration <br />Building Area, and ancillary disturbance areas to support the Collom Expansion to ensure Colowyo has met the <br />backfill and grading requirements within Colowyo’s PAP. The total acreage of SL-13 being required for Phase I <br />bond release is 103.1 acres. <br /> <br />Reclamation Parcel ST005. ST005 was a fire line that was cut in adjacent to the West Taylor Temporary Fill. The <br />area was reclaimed in 2016. The area was walked and visually inspected. ST005 was well blended in with the <br />native undisturbed adjacent ar ea and no issues were observed.
