May 23, 2018 C-1980-007/West Elk Mine LDS <br /> <br /> <br />Number of Partial Inspection this Fiscal Year: 8 <br />Number of Complete Inspections this Fiscal Year: 4 <br /> <br /> Page 4 of 13 <br /> <br />showed traces of coal dust on close examination, but there was no evidence of excessive dust having traveled <br />outside of the pile. <br />GENERAL MINE PLAN COMPLIANCE: <br />At the time of the inspection the longwall was in panel E7, at around cross cut 24 on the head gate. <br />Continuous miners were in the Sunset Mains South, just south of the fault, and in the E8 head gate, at around cross <br />cut 17. <br />The following permitting actions were in progress: <br /> RN-7, which was found complete on February 1, 2016. The decision due date has been extended to July <br />20, 2018. <br /> TR-145, which was found complete on March 20, 2018. The decision due date has been extended to June <br />15, 2018. <br /> PR-15, which was found complete on April 5, 2018. The decision due date is August 3, 2018. <br /> <br /> <br />PROCESSING WASTE/COAL MINE WASTE PILES – Rule 4.10 and 4.11 <br />Drainage Control; Surface Stabilization; Placement: <br /> A moderate amount of new material had been deposited on the RPEE but had not yet been spread or <br />compacted. Surface runoff from the refuse is minimized by a clear water diversion ditch above the working <br />surface of the RPEE. The diversion ditch is in a temporary configuration right now, since the pile itself is not in its <br />final configuration. The eastern leg of the ditch had been freshly repaired following a small slide. The western leg <br />is in two sections because of geologic constraints; the upper of these sections is relatively well vegetated and <br />appears to be stable. The depth and width of the ditches were not measured during the inspection; MCC should <br />continue to monitor them to ensure that they retain sufficient capacity. <br /> <br />SUPPORT FACILITIES - Rule 4.04: <br /> Mine Ventilation Borehole pads E5-8, E5-9/10, E6-8/9, E6-10 and E6-11 were inspected, with no <br />problems noted. <br />Most of the work to reclaim E5-8 had been completed in 2017, but frozen ground meant that work had to <br />be suspended. A small amount of earthwork remains and then the pad will be seeded. <br />E5-9/10 was seeded late in 2017, and the reclamation had been protected with an electric fence. Mr. <br />Peacock expects to reseed some of the E5 pads that were seeded last year, but had not yet established where that <br />would be necessary. <br />E6-8/9, -10 and -11 were all active. Equipment, such as methane pumps, had been left on the pads. The <br />pads were stable and level, topsoil piles were clearly marked and sediment controls were in place. <br /> <br />DOCUMENTS RECEIVED <br />1.
