Description of the Proposed Action and Any Applicable Mitigation Measures
The proponent has proposed to drill an additional 11 coal exploration drill holes by amending an
active 23 hole exploration plan approved under an existing exploration license. The proposed and
completed exploration drill locations are located on Ute Mountain Ute Indian Tribe (UMUT) and
private ranch lands in La Plata County, Colorado. Mineral estate is Federal, administered by the
Bureau of Land Management (BLM), Tres Rios Field Office (TRFO). No BLM suface land is
slated for disturbance. The exploration drilling is needed to determine coal quality and volumes
for planning future reserves at the existing GCC Energy, Inc. (GCC) operations at the King II
Mine. The exploration will help determine quality, location, and thickness of coal. The
exploration area is northwest of the existing King II Mine and is approximately 4,846.2 acres. A
total of 18 drill sites within the exploration license and 5 drill sites now within the recent lease
modification area were completed in 2017 for a total of 23 drill holes. An additional 12 holes
within the exploration area were proposed with the amendment request, however one hole has
GCCMinor Exploration Plan Amendment DOI-BLM-CO4010-2018-0014 DNA
COC -76563 Tres Rios Field Office
