Anyone wishing to file a petition for a stay as to the effectiveness of this decision during the time that an <br />appeal of the decision is being reviewed by the Board must submit a petition for a stay along with their <br />notice of appeal. A copy of the notice of appeal and petition for a stay must also be submitted to each <br />party named in this decision and to the Interior Board of Land Appeals and to the appropriate Office of <br />the Solicitor at the same time the original documents are filed in the office of the Authorized Officer. <br />The procedures, requirements and applicable standards for petitioning for a stay are described in the <br />regulations at 43 CFR, Part 4 and BLM Form 1842-1. <br />Approval bvthe Authorized Offiq <br />It is the decision of the BLM to select the Proposed Action alternative from the EA, DOI-BLM- CO. <br />SO10-2014-0025, and issue a coal exploration license in accordance with the design features, BMPs and <br />COAs, as described in the EA and this Decision Record. I have d e t e r m i n e d that this decision is in <br />compliance with all applicable laws, regulations and policies, including both those that have been <br />previously mentioned in this Decision Record, as well as others that have not been specifically mentioned <br />here, such as the Endangered Species Act and the National Historic Preservation Act.
