End of Streets Disturbance Situations: Two streets in the development to the south suddenly end
at the property line. The developer, however, encroached a short distance into the Vollmer Pit property
and created small disturbances here that could present problems in the future. One street is near the west
end of the South Berm and the other is just south of the Southeast Corner of the pit area where the gully
erosion is located. Both of these transitions at the property boundary need to be reclaimed as they have
now become disturbances on the Vollmer Pit permit area. Fixing the situations here, as the following
photographs show, will not be difficult. But if it is not done, sediment from these disturbances could
wash on to the streets and in a large storm that could create problems for the residents.
Each area will be graded to match the grade of unaffected adjacent land. On the one near the
east end of the South Berm, a low ridge will be constructed of compacted material to connect with and
match the existing low profile of the South Berm at this location.
Barriers will be placed across the end to the street where there is currently just a sign and an
open connection to the Vollmer Pit area. The barriers will be capable of preventing sediment from
flowing on to the streets. Removable concrete barriers with a silt fence or other permeable fabric could
be used to effectively block access between the two properties. Vehicles could enter the Vollmer Pit area
at these locations and could do serious damage to newly reclaimed land. And large depositions of
sediment from the permit area on to adjacent land can be a violation of the permit and the rules and
regulations as well as an aggravation for nearby homeowners.
The adjacent developer of that property should be willing to help with this correction. These two
small encroachments are technically trespasses unless permission was provided to the developer to leave
these connections in an unreclaimed condition. That could be a serious matter.
Vollmer Pit Technical Revision June 2018 Updated Reclamation Plan Page 22 of 26
