The Plan of Operations modification
proposes development of additional mineral resources, utilizing additional motorized equipment,
storing a locker onsite and resolving some aspects of the operations that were not adequately
addressed with the existing authorized Plan of Operations on the El Rancho Bondo claim located
just south of Parkdale, Colorado (Township 18 South, Range 71 West, section 18).
Per 43 CFR 3809, the Plan of Operations has to be analyzed under NEPA and undergo public
comment. An Environmental Analysis was conducted to meet this requirement, which
constituted an in-depth review of the mining modification proposal. In accordance with 43 CFR
3809.411(c), the NEPA Environmental Analysis and Proposed Plan of Operations Modification
were available for public comment from March 23, 2015 through April 22, 2015. At the
conclusion of this analysis and public review period, a finding of no significant impact was
reached and the record of decision was signed by BLM on July 9, 2015.
Subsequently, your Plan of Operations is being approved, as BLM has determined that the
proposed modification will prevent undue or unnecessary degradation. In addition, BLM has
made a determination of concurrence with the proposed occupancy, which requires you to
continue to comply with 43 CFR 3715.2, 3715.2-1 and 3715.5. Regulations outlined in 43 CFR
3809.420 provide further details on performance standards that apply to your operations.
In accordance with 43 CFR 3809.412, a financial guarantee must be posted prior to the
operations associated with the modification are initiated. Currently, a financial guarantee in the
amount of$530.00 is being held by BLM for the existing, approved operations. You provided a
reclamation cost estimate of$1,460 for the proposed modification, which would bring the entire
reclamation cost estimate to $1,990. After reviewing the information you provided and
conducting an independent calculation, BLM has determined that a financial guarantee of$2,066
is required, which is more than your estimate of$1,990. The following summary of reclamation
