INTRODUCTION <br /> The Olathe Gravel Pit was originally permitted as a 110c permit by Frin Willie in 1984, <br /> encompassing 9.9 acres. The mine DRMS identification number was M-1984-108. The permit <br /> was transferred to S &W Company in 1986 and was later transferred to Western Gravel, Inc. in <br /> 1999. Some mining did occur on site prior to the transfer to Western Gravel, leaving two small <br /> pit lakes. The land of the permit is part of a larger parcel that is owned outright in surface and <br /> minerals by Western Gravel, Inc. The operation has mined approximately 9 acres of the <br /> permitted area as of November 2003. In 2008, Western Gravel decided to expand the permit <br /> area to encompass the majority of the parcel, but it was determined that the irrigation water <br /> rights that were part of the property could not be used for the the operation and the pit lake <br /> evaporation. <br /> Due to the water rights situation, it was decided to try to permit a wetland bank on the site, which <br /> would make approximately 17 acres of wetlands that could be sold to various entities. The <br /> Corps of Engineers personnel from Grand Junction received an application for the bank from <br /> Greg Lewicki and Associates but the recession affected Western Gravel to a large degree and <br /> there were no funds to finalize the wetland bank. In 2011, the I 1 Oc permit was revoked due to <br /> failure of the permittee to produce adequate bond to cover filling the ponds. In 2017, Western <br /> Gravel received a absolute decree from the Division of water Resources for the water rights to <br /> allow the evaporation from the existing water surfaces in the two ponds on site. An <br /> Augmentation Plan was approved with the State Engineer where the permittee purchases water <br /> to offset the consumptive uses from the pond surfaces. No activity took place on the site from <br /> 2006 to the start of 2018. A Technical Revision was submitted in May of 2018 to address the <br /> current status of the site to include both ponds, and to commit to no new exposures of <br /> groundwater in the permit area. Some additional mining may take place in mining the South <br /> Pond slightly deeper by excavator along the pond edges,but no expansion of the ponds is <br /> allowed to stay in conformance with the water decrees. For the Technical Revision of 2018, a <br /> revised mining and reclamation plans have been provided to reflect these changes. <br /> Olathe Pit, 2018 <br />
