RULE 2 - PERMITS <br /> 2.05.6 Mitigation of the Impacts of Mining Operations <br /> 2.05.6 (1) Air Pollution Control Plan <br /> PSCM will employ fugitive dust control measures as an integral part of all mining and reclamation <br /> activities, as briefly described in Section 2.05.3, Operations Plan. PSCM prepared and submitted an <br /> application for the appropriate Air Emissions Permit for the proposed operations to the Colorado <br /> Department of Public Health and Environment, Air Pollution Control Division (CDPHE-APCD). <br /> In anticipation of Permit issuance, PSCM also filed Notification of Start-Up for AIR'S Points 001, <br /> 002, 004, and 006. The APCD issued a Construction Permit (Permit IORO I175F) on 09/04/12 for <br /> AIR'S Emissions Points 001 through 006. Development activities were idled about the time this <br /> permit was issued, and a Notice to Set Emissions to Zero for AIR's Points 002 and 004 was <br /> submitted to the APCD. With the potential for limited associated emissions, PSCM submitted a <br /> Self-Certification for AIR's Points 001 and 006. The Air Pollution Emission Notices (APEN's) for <br /> Points 001 and 006 were also renewed in 2017. <br /> Fugitive dust control measures will include the following: <br /> • Annual treatment of the haulroad, access road, and coal stockpile apron with Magnesium <br /> Chloride unless wither or both roads are paved <br /> • Periodic watering of unpaved roads and access areas <br /> • Enclosure of conveyors and transfers <br /> • Limiting vehicle speed in the permit area to 25 miles per hour <br /> • Any other requirements contained in the CDPHE-APCD permit when approved <br /> MR18-02 2.05-63 Revision 04/20/18 <br />
