Box 628 <br />Nucla, CO 81424 <br />Dear Mr. Ferris, <br />Pursuant to Rule 3.03.2, Elk Ridge Mining and Reclamation, LLC (Elk Ridge) has applied for Phase 111 bond <br />release under the SL -19 application. This Phase III bond release application includes lands that are <br />owned by me. I have reviewed the Phase 111 bond release application and I also attended SL -19 bond <br />release inspection conducted by the Colorado Division of Reclamation, Mining, and Safety on August 16, <br />2016. <br />This letter serves as formal notification that I approve and have no objections Elk Ridge Phase Ill bond <br />release application denoted as SL -19.
