The inspection was conducted aerially by Harry Ranney of the Colorado Division of <br />Reclamation, Mining and Safety (DRMS). Images were analyzed and the report prepared by me, Robin <br />Reilley also of the DRMS. As this was an aerial inspection no mine representative was present. <br />Skies appeared to have high clouds. Main haul roads appeared to be in good repair and no hydrologic <br />issues were detected from the imagery. <br /> <br />UPCOMING PERMITTING ACTIONS: <br />o Phase I, II and III bond release of Utah Track and the Williams Fork strip pit <br />o Technical Revision of the Reclamation Plan <br /> <br />INSPECTION: <br /> <br />GENERAL MINE PLAN COMPLIANCE: <br />The silo had been detonated earlier in April and remaining portions require further dismantling. <br />Reclamation and clean up of the site are underway and appear to be progressing as per the <br />permit. The railway spur has been dismantled and material appears to have been hauled away. <br />The existing coal pile has for the most part been hauled to Twenty Mile mine, (photo 2). <br /> <br />ROADS- Rule 4.03 <br />Construction 4.03.1(3) I 4.03.2(3); Drainage 4.03.1(4) I 4.03.2(4); Surfacing and Maintenance 4.03.1(5) <br />and (6) I 4.03.2(5) and (6); Reclamation 4.03.1(7) I 4.03.2(7): <br /> <br />o Main haul roads in and around the site were appeared stable and adequately <br />maintained. <br />o Earth moving operations were occurring along the road near the facilities, (photo 3). <br /> <br />HYDROLOGIC BALANCE- Rule 4.05 <br />Drainage Control4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, <br />4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring4.05.13; Surface Water <br />Monitoring 4.05.13; Drainage- Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream <br />Buffer Zones 4.05.18: <br /> <br />o A stream buffer zone exists along the Yampa River.
