(Tri-State), is the parent <br />company to Axial Basin Coal Company, which is the general partner to Colowyo Coal Company <br />L.P. (Colowyo). Tri-State received your adequacy letter dated April 24, 2018 and is providing <br />the response below to your adequacy concern on behalf of Colowyo. The Colowyo Mine <br />operates under Permit No. C-1981-019. <br />1. Please update Exhibit 13C to include the 15 power poles. <br />Response: Table 13C-12 has been updated to include the 15 power poles as requested. <br />Also, Table 13C-23 was updated to correctly reflect the volume of cut material coming <br />from the Collom Pit. This was an error that should have been corrected under TR -118. <br />As discussed between Mr. Tony Tennyson and Mr. Zach Trujillo, Map 13C-1 Sheet I has <br />also been updated and included under this response package. The overall Exhibit 13C <br />disturbance boundary was adjusted to ensure enough area is available for construction of <br />the Section 26 and Sidehill Ponds, the D-1 and D-6 Ditches and the Topsoil Access Road. <br />It reduces the area necessary for the temporary spoil pile and increases the mining area <br />for to the south. This revision of the boundary was a swap of acres, not an increase or <br />decrease, and does not change the acres of disturbance shown on the map or in Exhibit <br />13C. <br />Further, as also discussed, revised pages from Volume 15 have been included to remove <br />Exhibit 13B from Volume 20. Exhibit 13A in Volume 13 will contain the reclamation <br />cost estimate for the entire Colowyo mining operation for the permit term, and Exhibit <br />13C in Volume 20 will contain the cumulative bond schedule for the Collom area. <br />2. The Division has performed a reclamation cost estimate to reclaim the disturbances <br />associated with the raw water line expansion.
