PERMIT #: M-2000-067
INSPECTOR'S INITIALS: SJM
INSPECTION DATE: February 27, 2018
OBSERVATIONS
This was a monitoring inspection of the High Mesa Gravel Pit site, DRMS File No. M-2000-067, operated by
Beavers Construction Co./High Mesa Gravel LLC. This site is located approximately 3 miles east of Austin,
Colorado in Delta County. I, Stephanie Mitchell of the Colorado Division of Reclamation, Mining and Safety
conducted the inspection. Mr. George Bourassa accompanied me on the inspection.
This is a 112c mining operation for sand and gravel material with a permit area of 56.02 acres. An appropriate
mine entrance sign was in place. The affected area was marked by survey stakes that were adequate to
delineate the affected area boundary.
Mining is complete and final grading has also been completed. The current approved post mining land use is
Wildlife. The Operator had expressed interest in turning the permit area into a subdivision. An amendment to
the permit is required to change the post mining land use to Residential and reclamation plan to account for
the reclamation proposed, such as leaving permanent roads and a privacy berm. If the Operator would like to
keep the post mining land use as Wildlife, the reclamation has to be completed according to the approved
Reclamation Plan. Just to the north, near the current haul road, a large stockpile of topsoil is in place as a
privacy berm. This pile had grassy and weedy vegetation established preventing wind and water erosion. The
south and east pit slopes has been graded to a 3:1-4:1 slope.
There were two material stockpiles remaining on the site. The Operator expressed hat he would like to use
them for road base once the subdivision is approved and the post mining land use was changed via an
amendment with the Division.
Overall, the site appeared to be stable. Noxious weeds have not established extensively throughout the
affected land. The Operator will need to monitor these weeds to ensure an infestation does not occur.
Responses to this inspection report should be directed to Stephanie Mitchell at the Division of Reclamation,
Mining and Safety, Grand Junction Field Office, 101 South 3rd Street, Room 301, Grand Junction, Colorado
81501, phone number (970) 242-5025.
