<br />Regulation 61.8(3)(n)(i) states that a report should be submitted to the Division no later than 14 calendar days
<br />following each date identified in the schedule of compliance. The 14 days have already been incorporated into
<br />the above dates and therefore all reports are due on or before the date listed in the table.
<br />F. CONTROL MEASURES (Outfalls 001, 005, 008, 009, 013, 014, 015, 016, 018, 019, 022, 024, 026, 027)
<br />All control measures used by the permittee to meet the effluent limitations contained in this permit must be selected,
<br />designed, installed, implemented, and maintained in accordance with good engineering hydrologic and pollution
<br />control, and the manufacturer's specifications, when applicable.
<br />1. Installation and implementation specifications
<br />Installation and implementation specifications for each control measure type used by the permittee to meet the
<br />effluent limitations contained in this permit must be retained with the SWMP (see STORMWATER MANAGEMENT
<br />PLAN section).
<br />2. Maintenance of Control Measures and Associated Documentation
<br />a. The permittee must maintain all control measures used to achieve the effluent limits required by this
<br />permit in effective operating condition. For this permit, maintenance includes preventative and routine
<br />maintenance, modification, repair, replacement, or installation of new control measures. Observations
<br />resulting in maintenance activities can be made during a site inspection, or during general observations of
<br />site conditions.
<br />b. Corrective actions associated with maintaining control measures must be conducted with due diligence, as
<br />soon as possible after the need is discovered, to achieve the effluent limits required by this permit. The
<br />permittee must implement interim control measures to achieve the effluent limits required by this permit
<br />while performing maintenance of the primary control measure.
<br />c. The permittee shall document corrective actions associated with maintaining control measures, in
<br />accordance with the CORRECTIVE ACTIOWsection of this permit, and shall revise the facility SWMP to
<br />reflect replacement or installation of new control measures in accordance with the STORMWATER
<br />MANAGEMENT PLAN section requirements.
<br />G. INSPECTIONS (Outfalls 001, 005, 008, 009, 013, 014, 015, 016, 018, 019, 022, 024, 026, 027)
<br />1. Inspection Frequency and Personnel
<br />The permittee shalt conduct and document field inspections of all drainage areas contributing runoff to the outfalls
<br />referred to in this Part, as follows:
<br />a. Conduct at least two comprehensive stormwater inspections per year (in spring and fall).
<br />b. conduct a minimum of one (1) of the two (2) inspections during a runoff event, which for a rain event
<br />means during or within 24 hours after the end of a measureable storm event; and for a snowmelt event,
<br />means at a time when a measurable discharge occurs from the facility.
<br />c. For the remaining two quarters of the year (summer and winter), conduct corrective actions across the
<br />facility for deficiencies represented by each DRMS inspection finding in one of the monthly (or as
<br />appropriate, quarterly) SMCRA inspections.
<br />d. The permittee shall ensure that inspections are conducted by qualified personnel.
