PART I <br />Page 21 of 56 <br />C00032115 <br />The permittee must enclose or cover storage piles of salt, or piles containing salt, used for deicing or other <br />commercial or industrial purposes, including maintenance of paved surfaces, and implement appropriate <br />measures to minimize exposure resulting from adding to or removing materials from the pile. <br />h. Employee Training <br />The permittee must develop and implement a training program for employees. Training must be conducted at <br />least annually, and must address the following, as applicable to the trainee's activities: the site-specific <br />control measures used to achieve the permit effluent limits, components and goals of the SWMP, monitoring <br />and inspection procedures, and other applicable requirements of the permit. At a minimum, the following <br />individuals must be trained: <br />i. Employee(s) overseeing implementation of, revising, and amending the SWMP. <br />ii. Employee(s) performing installation, inspection, maintenance, and repair of control measures. <br />iii. Employee(s) who work in areas of industrial activity subject to this permit. <br />iv. Employee(s) who conduct stormwater discharge monitoring required by this permit. <br />i. Waste, Garbage and Floatable Debris <br />The permittee must minimize the discharge of waste, garbage, and floatable debris from the site by keeping <br />exposed areas free of such materials or by intercepting them before they are discharged. <br />j. Dust Generation and Vehicle Tracking of Industrial Materials. <br />The permittee must minimize generation of dust and off-site tracking of raw, final, or waste materials. <br />D. SPECIFIC MONITORING REQUIREMENTS <br />1. Chronic WET Testing - Outfalls 002, 011, 017, 020, 021, 023 and 025 <br />a. General Chronic WET Testing and Reporting Requirements <br />The permittee shall conduct the chronic WET test using Ceriodaphnia dubia and Pimephales promelas, as a <br />static renewal 7 -day test using three separate composite samples. The permittee shall conduct each <br />chronic WET test in accordance with the 40 CFR Part 136 methods described in Short-term Methods for <br />Estimating the Chronic Toxicity of Effluents and Receiving Water to Freshwater Organisms, Fourth Edition, <br />October 2002 (EPA -821-R-02-013) or the most current edition. <br />The following minimum dilution series should be used: 0% effluent (control), 20%, 40%, 60%, 80%, and 100% <br />effluent. If the permittee uses more dilutions than prescribed, and accelerated testing is to be <br />performed, the same dilution series shall be used in the accelerated testing (if applicable) as was initially <br />used in the failed test. <br />Tests shall be done at the frequency listed in Part I.A.2. Test results shall be reported along with the <br />Discharge Monitoring Report (DMR) submitted for the end of the reporting period when the sample was <br />taken. (i.e., WET testing results for the calendar quarter ending March 31 shall be reported with the DMR <br />due April 28, etc.) The permittee shall submit all laboratory statistical summary sheets, summaries of the <br />determination of a valid, invalid or inconclusive test, and copies of the chain of custody forms, along with <br />the DMR for the reporting period. <br />If a test is considered invalid, the permittee is required to perform additional testing during the monitoring <br />period to obtain a valid test result. Failure to obtain a valid test result during the monitoring period shall <br />result in a violation of the permit for failure to monitor. <br />b. Violations of the Permit Limit, Failure of One Test Statistical Endpoint and Division Notification <br />A chronic WET test is considered a violation of a permit limitation when both the NOEC and the IC25, for <br />the same sub -lethal endpoint are at any effluent concentration less than the IWC. This determination is <br />made independently for each test species. The IWC for this permit has been determined to be 100% <br />effluent. <br />
