EXHIBIT 7, ITEM 23, PART D <br />ACCESS ROADS <br />This section addresses the design and construction of the access roads used to build, operate, and <br />maintain the sediment ponds presented in Exhibit 7-23, Part B, and other access roads that are <br />necessary to develop the Collom Pit and support future Collom Pit development activities. <br />All access roads are designed to meet the requirements of Rule 4.03.2(3)(d) for cut slopes. <br />Conditions may vary in the strata horizons of the cut areas encountered during construction of <br />the access roads. Therefore, any valley fill, clay or residuum shale and mudstone deposits cut <br />slopes will be no steeper than 2H: IV. All sandstones cut slopes will be no steeper than <br />0.25H:1 V and weathered shale cut slopes no steeper than 1 H:1 V. <br />Exh. 7-23, Figure D1, provides the design details for the two access roads on the west side of the <br />sediment control system, and Exh. 7-23, Figure D2 provides the same information for the three <br />access roads on the east side of the sediment control system. Similarly, Exh. 7-23 Figure D3 <br />provides the design information for the Jubb Creek Access Road, and Exh. 7-23 Figures D4 <br />provides the design information for the temporary access roads. <br />The temporary access roads (Exh. 7-23 Figure D4) will be as their name implies temporary in <br />nature. These access roads will be utilized to create access points to construct the sediment <br />ponds on the west side of the Collom Pit area and to allow topsoil haulage to a topsoil stockpile <br />during the initial development of the boxcut for the Collom Pit. The other access road will allow <br />access for the shovel to walk into the Collom boxcut and commence mining of the pit. <br />Rule 4.03.2(2)(b) states that no part of any access road shall be located in the channel of an <br />ephemeral stream where the upstream watershed is at least 1 square mile. The temporary access <br />roads will cross Little Collom Gulch which is an ephemeral stream, but the watershed above <br />where the roads will cross is less than one square mile. Further, the temporary access roads will <br />be fully disturbed by the temporary spoil pile and ultimately the Collom Pit. <br />Rule 4.03.2(5)(a) requires all access roads to be surfaced with an appropriate material. The <br />temporary access roads will not be surfaced with an appropriate material due to the short life- <br />span of these roads. They will however when deemed necessary for the safety of equipment and <br />personnel have crushed rock applied for traction purposes. This will process of applying rock <br />will occur during inclement weather conditions, and will not be utilized when there are dry road <br />conditions The temporary access roads will provide initial access to develop the Collom Pit and <br />temporary out of pit stockpile, and these roads will have overburden placed on them or they will <br />be mined through with in the first year of development. Surfacing these temporary access roads <br />does not provide any benefit when they will be taken out of service in such a short window of <br />time. <br />The topsoil access road will require two culverts to be installed where the road crosses the <br />temporary sediment control ditch and the D-2 perimeter ditch.
