4.0 SUCCESS COMPARISON <br />A summary of the success comparison for the bond release block is provided on the following pages <br />in Table 1 and Charts 5 through 9. Table 1 gives a quick indication of the overall success of the revegetation <br />units compared to reference area data and/or standards. Charts 5 through 9 provide a visual display of <br />the same comparisons. <br />The demonstration of adequacy and a minimum of 15 transects in each unit allow for a direct <br />comparison for cover, production, and woody plant density per Rule 4.15.11 (2)(a). With regard to <br />perennial lifeform ground cover, the Phase III Bond Release Block passed the 2016 success criterion of <br />>_17.8% cover (90% of the reference area value) with 35.0% cover and passed the 2017 success criterion <br />of >_22.2% cover (90% of the reference area value) with 34.7% cover. <br />With regard to diversity, the revegetated area passed the three relative cover standards in both 2016 <br />and 2017. The Phase III Bond Release Block exhibited five and six perennial species with a relative cover <br />of >_3.0%, respectively in 2016 and 2017, easily passing the success standard of three. The Phase III Bond <br />Release Block also exhibited 2 perennial cool -season grass species with >_3.0% relative cover in both 2016 <br />and 2017, meeting the success standard of two. No single species in the Phase III Bond Release Block <br />exhibited >60% relative cover in 2016 and 2017. <br />The Phase III Bond Release Block passed the 2016 success criterion of >_66.4 pounds per acre of <br />perennial herbaceous production (90% of the reference area value) with 375 pounds per acre, and passed <br />the 2017 success criterion of >_211 pounds per acre of perennial herbaceous production (90% of the <br />reference area value) with 622 pounds per acre. The Phase III Bond Release Block passed the woody <br />plant density standard of >_500 stems per acre with 1,733 and 2,825 stems per acre, in 2016 and 2017 <br />respectively. <br />This review of collected data demonstrates the success and utility of the revegetated area, especially <br />given vegetative ground cover and favorable results with regard to production and woody plant density. <br />Inspection of Plates 1 through 4 in comparison to Plates 5 and 6 for 2016 and Plates 7 through 12 to Plates <br />13 and 14 for 2017 provides visual evidence of this utility. Field studies have shown that the target <br />reclaimed plant communities have progressed sufficiently to be considered for Phase III Bond Release. <br />Ground cover of perennial plants within the reclaimed area is comparable to adjacent undisturbed native <br />communities and plant succession is occurring and progressing in a positive direction, indicating that plants <br />are self-sustaining. <br />CEDAR CREEK ASSOCIATES, Inc. 16 Munger Canyon Mine - 2016 & 2017 <br />Revegetation Phase III Bond Release Report <br />
