3.0 SPILL PREVENTION AND RESPONSE <br /> 3.1 Discharge Prevention <br /> 3.1.1 Spill Control Equipment <br /> Note: List all spill control equipment stored at your facility (e.g., granular absorbent, empty drums, <br /> shovels, brooms, absorbent pads and booms, vacuum truck) for the purposes of meeting the <br /> requirements of 112.7(c). <br /> The following are suggested items for on-site oil spill response kits. Spill kits should be well <br /> marked and kept in a readily accessible location. Facility personnel should be familiar with <br /> the location and contents of the spill kits. The number and contents of oil spill response kits <br /> will vary with the nature, size and location of the facility. Response kits should be tailored to <br /> the site-specific features of the facility, but may include: <br /> • Drum or other container to hold contents of spill kit <br /> • Drums or other containers to hold contaminated materials <br /> • Granular absorbent for oil <br /> • Sorbent pads/wipes/pillows/booms/socks <br /> • Nitrile gloves <br /> • Neoprene gloves for cold weather use <br /> • Vinyl/PVC Pull-On Overboots <br /> • Non-sparking Shovels <br /> • Brooms <br /> • Drain seals/plugs/mats <br /> • Sand bags for dams or underfiow weirs <br /> A spill kit and clean-up equipment is located within the office/parts storage trailer as shown in <br /> Appendix 1: Site Layout. <br /> 3.1.2 Secondary Containment <br /> 112.7(c) Appropriate containment and/or diversionary structures or equipment to prevent discharged <br /> oil from reaching a navigable watercourse should be provided. One of the following preventive <br /> systems or its equivalent should be used as a minimum: <br /> (1) Onshore facilities: <br /> (i) Dikes, berms or retaining walls sufficiently impervious to contain spilled oil; <br /> (ii) Curbing; <br /> (iii) Culverting, gutters or other drainage systems; <br /> (iv) Weirs, booms or other barriers; <br /> (v) Spill diversion ponds; <br /> (vi) Retention ponds; <br /> (vii) Sorbent materials. <br /> Note: List all methods of containment/diversion for tanks, drums, fueling areas, etc <br /> Prior to operation of the plant, it will be placed either in an existing low spot (such as an <br /> existing mine pit), or an area will be stripped of topsoil and overburden to create a <br /> depression that is at least 2 feet below surrounding grade.
