SUMMARY OF MAJOR CHANGES FROM LAST RENEWAL <br /> This renewal permit is a conversion of a Minimal Discharge (MINDI) general permit certification to an individual <br /> permit. The MINDI permit has been administratively extended since 2006 when it expired, and the division decided <br /> at that time to not renew the general permit. Instead, the division has provided CDPS permit coverage for <br /> permittees covered under the administratively extended MINDI through alternate general permits and individual <br /> permits, such as this individual permit. The summary of major changes from previous permit coverage is provided <br /> below: <br /> • A monitoring requirement has been added to the permit for the parameters arsenic, cadmium, trivalent <br /> chromium, copper, iron, manganese, mercury, nickel, selenium, and zinc at outfall 001. <br /> • Settleable solids limits based on the Federal ELG have been added to the permit for outfall 001. These <br /> limitations are effective immediately as compliance schedules are not applicable to limits based on federal <br /> ELGs. <br /> • A new stormwater outfall designation (outfall 002)was added to the permit for an existing stormwater <br /> discharge. <br /> • Stormwater provisions (effluent limitations, terms and conditions)were added to the permit for discharges <br /> from outfall 002. <br /> IV. RECEIVING STREAM <br /> A. Waterbody Identification: COARUA21a, Cripple Creek <br /> B. Water Quality Assessment: <br /> An assessment of the stream standards, low flow data, and ambient stream data has been performed to <br /> determine the assimilative capacities for Cripple Creek for potential pollutants of concern. This information, <br /> which is contained in the Water Quality Assessment (WQA) for this receiving stream(s), also includes an <br /> antidegradation review, where appropriate. The Division's Permits Section has reviewed the assimilative <br /> capacities to determine the appropriate water quality-based effluent limitations as well as potential limits <br /> based on the antidegradation evaluation, where applicable.
