processing will not occur on site. Thus, this permit is written for discharges related to
removing raw materials, but does not cover any discharges related to processing
activities". "Should the permittee decide to begin ore processing in the facility, the
permittee must notify the division as on-site processing may trigger the applicability of
the federal ELG in its entirety".
A copy of this permit is enclosed (Exhibit #1). Any water used in future processing will
be purchased and hauled in.
6.3 SPECIFIC PERMIT APPLICATION EXHIBIT REQUIRMENTS-110 LIMITED
OPERATIONS
EXHIBIT C-Mining Plan (Rule 6.3.3)
4. See Mining Profiles (Exhibit#2).
Darden Engineering, INC provided these profiles from Google Earth photography. The
cross sections below each photograph depict the changes in elevation within, and 30 feet
adjacent, to the permit boundary. Currently, the permitted area has a slope of
approximately 4:1. During interim reclamation under this amendment, gentle sloping to
the west for drainage, and removal of ore from stockpiles, the slope will remain as
depicted.
The blue arrows show the permit boundary for comparison with the surrounding
topography.
5. Mine Map slopes.
Slopes no steeper than 3H:1V will be maintained during the mining operation. The slope
of all stockpiles of ore and tailings will not exceed 3:1. Tailings which are not needed in
the reclamation of the two retention ponds, will be graded out so there are no steep
slopes. See Exhibit#3, Mining Plan and Interim Reclamation Plan Map, E-3/E-4.
The goal for final reclamation of the 30 foot wide amendment area, is to return this area
to near normal land contours, stabilize this ground, spread topsoil and vegetate.
The goal for interim reclamation on the Scott Blue II claim is to return the two retention
ponds to near normal land contours, with the surface gently sloping toward the west.
Stormwater run-off will either seep into the ground, or be directed around the permit area
to the existing channel.
The goal for mining, is to use the small settling/recycling ponds in the future for further
test runs of placer material on site using water purchased from the City of Victor. The
goal is also to remove hardrock ore samples from the Scott Blue II claim for analysis.
This work is necessary to obtain information about the ore and how to mill it. Based on
this testing, a larger mining operation may be warranted.
See revised Mining Plan and Interim Reclamation Plan Map, E-3/E-4 (Exhibit#3).
2
